does making the video birate higher increase the quality of the picture? or if i make it lower does it make the quality of the picture better? can someone tell me what i do with video birate to get the best picture quality results.

the higher the rate - the better the quality if all other factors remain the same

matrix , frame size , gop structure , adaptive gop programming , CBR or VBR range and setting , color space , progressive or interlace , motion adaptive, motion search range, scan patttern zigzag or lin. , noise reduction , misc other filters, resizing method , pixel search range (motion) , PEL , IRL levels
and a lot more ... -
May I add some more. Increasing bitrate you will have better quality but also larger filesize and non standard vcd/svcd.
