I am looking for a good real time MPEG1/2 capture card so I can record the VCR to VCD or SVCD. What is good one for around $100? Thanks.

You probably aren't going to find a good one for $100. Figure on $200-300 for a decent one. If $100 is a definite limit I'd figure on doing software encoding.
