I recorded some streams from satellite, but some parts have a very high bitrate (one recorded clip has bitrate up to 9000 Kbit). It's MPEG-2 straight from sat, but I want to burn it to watch on a standalone, so I want those peaks with a lower bitrate which the standalone can handle.
The quality of the parts with a lower bitrate so good, that I only want to re-encode the high parts.
So my question is: Is there a way to re-encode a mpeg2 stream with a max. bitrate setting, so the program only re-encodes the frames which are above the max. bitrate you set and copies the frames which are lower as the max. bitrate?
I hope you know what I mean.

kinda like normalizing audio. i don't know the answer, but i would think it'd be possible with some form of VBR based encoding.

I rip satellite feeds about a year now, and I have create many VCDs and SVCDs.
You don't mention how you grabb (rip) the satellite transmission. With a PC card (haupauge win tv dvb/s) or a nokia 9XXX with dvb 2000?
Any way, you probably end up with an mpeg file. Unfortunatelly, you can't simply drop bitrate and made a new mpeg 2 file. Even with CBR transmissions... (most of SCPC transmissions are CBR). You have to re - encode the whole thing...
The best solution, is to time-stamp with DVD2AVI the file, and then encode it with TMPEGenc.
The best resolution is 352X576 for pal (that is for half DVD) and a bitrate about 1800 - 2450. For stuff comming from US (NTSC) like TV shows, Video Clips etc, the bitrate can be lower than true PAL material. About 1900 it's just fine with 352X576 (always VBR, Remember that!)
SxVCD temlate, also works great, if you tweak a bit the settings...
I also like to mention not to play with SVCD. It will not give you better quality than half- DVD (or CVD, or xSVCD...) -
Just to add 2 things:
When I say, "from stuff came from US", I don't mention NTSC transmissions. Just forced Pal transmissions. They add lines to the NTSC just to feet to screens.
A strange thing, is that re-encoding Forced NTSC to PAL rips, create much better results! Less blocks and less size!
Also, set the audio to 192Khz. 90% of the transmissions are 192Khz/48000/Stereo. Don't force the audio to 224KHz, it will mess it up -
I grab the stream with a TechnoTrend DVB pci card (the Hauppage uses the same chip from TechnoTrend). I live in Europe (PAL) and most isn't interlaced, sometimes you have interlaced stuff.
Usually I demux audio/video with PVAstrumento and then use DVD2AVI to make a project file and encode with TMPGenc.
But you lose some quality in this way, cause TMPGenc or CCE can not encode the stream with the same quality.
Most stuff I grab comes in 704x576 and with 224 kbit audio.
You mention sat stream is CBR?
The stations I watch and grab are all VBR and mostly the bitrate has peaks above 2500, the bitrate most stand alone's can handle.

There are 2 kind of sat transmissions: MCPC and SCPC.
SCPC channels are CBR. They don't transmite to commercial satellites like Astra or Hotbird.
Sorry now, I have to grabb Babylon 5 from AXN (Astra 1G) and then "RoadRunner Movie" from Boomerang (Astra 2A, 28,2 East, it is FTA, good Cartoon source!)
I grabb with nokia 9600 and DVB2000 software...

Windvblive doesn't recognize my Aston SECA module, so I can't use that program
I watch Astra, but I want to attach another LNB to my sat for hotbird.

Better get a motor to move you dish! You can get many programs from varius satellites! Most of them FTA.
Anyway, because of the resolution you rip, I believe that you grab from MC Holland (Canal plus BeNeLuxe).
This service is one of the very few t in this resolution....
Most common resolutions are 522X576 and 480X576.
If you got aston 1.5 or 1.4 you have some problems with windvb live, soon they will solve them. There is no problems with aston 1.3. And always, you can use a Freecam 2 with a season interface (or a ds9 card), to get 4 encrypted systems the same time)
Anyway, all the tricks I know is for windvblive and DVB2000 on old nokia receivers....

Yeah, you're right, I have a SECA 1.5. The program from TechnoTrend works good with this SECA module, but there are not so many options as in WinDVBlive2000.
I think I'll buy a Irdeto also.
But we are a bit off topic now
