Is it possible to have both ntsc and pal videos on one vcd, and play it without any problems on a standalone?

Yes.
In fact, the PAL/NTSC Demo VCD ( http://www.vcdhelp.com/vcd.htm ) contain both PAL and NTSC stills and video to test out your player.
I have made several discs that contain both NTSC and PAL clips.
Assuming that your player knows how to switch between the two (which should be most), it should play okay.
Of course, you must have either a multisystems TV or a DVD player that can force playback into one standard or the other for you to be able to see both PAL and NTSC without B/W +/- vertical sync issues on one.
