I have a Divx AVI that when I play it, it's very jumpy. The frame rate is 30.00FPS. Could it be that the frame rate is wrong? And how do I convert the video and audio together?

Maybe it was already converted from 14fs to 30fps before you got it ?
Try a short conversion in TMPGEnc, see how its goes with a VCD template
