Trouble with TmpGenc

Hi All
I've been reading this forum for the last 2 weeks, read every post and guide I could get my hands on! But, when I encode a avi file to dvd standard mpeg2 the movies freeze for about 1/4 sec every now and then, I've tried every settings I could think of or that I've read of. The movies do look very good and I have to problems authoring them. My system:
Win Xp Pro
Abit KT7E mobo (via chipset)
Athlon 1.2 gig
1 gig pc133 sdram
pioneer dvr-104 burner
100 gigs of hard drive space (western digital)
Liteon 42X10X40 cd-r burner
Toshiba 16x dvd rom
Any help would be greatly appriciated
