Cybermail bt8x8 pal capture

Hi,
I can get a cybertainment capture card but I live in a PAL country (the cards from the US). Before I buy this card I want to be absolutely sure that I can capture a pal signal with the card. Any help that anyone can give me would be greatly appreciated.

I have the Cybermail capture card, and it captures all formats, NTSC, PAL and SECAM.

Another question, does this card/software work in win xp? I've been looking all over for the specs on the card, but because the company that made it is out of business, there really isn't that much info on it, (except for on this site really). So I want to ask some more questions:
What drivers do you use for it, the ones that came with it or the generic ones like from http://btwincap.sourceforge.net/ or the ones from www.iulabs.com?
Whats the quality of the capture on the board? Etc. Any other information you can give me would be great and again thanks for your help. I'm def. going to get this card then if it can do PAL and NTSC and its really cheap <$15.
