I dont think there is any way to load a video encoder into graphedit, even if there was why would you want to? Just encode the video in a dedicated encoder straight from the vobs.

You can use graphedit to extract the ac3 if you want. The Ligos splitter box should have little squares on the side. One for video and usually several for audio. If you dont see these maybe try the mpeg2 splitter instead. With the ac3 file you could multiplex that in with your video (encoded separately) using bbmpeg. but unless you are making an actual dvd then this wont do you any good. vcds and svcds dont support ac3 audio and I doubt there is a single dvd player which could handle it.

When it comes to making vcds and svcds the only real practical method is to just do a surround sound downmix. With this you will get dolby prologic when played through your audio decoder. You can use graphedit to do the downmix if you want but you will need a high quality audio encoder installed. Your best bet would probably be winDvd. Also dvd2avi does a good job of downmixing but has been reported to cause sync problems in some cases. Oh, and don't forget to check the dvd for a 2.0 audio channel. Its always nice when they do the work for you.

Svcd theoretically supports true 5.1 encoded audio but the hardware support for it is so limited that its really not ever worth bothering with.
