    I downloaded a movie off kazaa and want convert it to SVCD. But trouble is movie is encoded with 20 frames per sec. What do I have to do get to PAL SVCD.

    Give up, its not worth the effort. The best you can expect is a jerky xcrappy looking video. TmpGenc will do it for you (and other encoders too probably) but as I said it will look jerky on playback. Not worth the bother IMHO.

    Load into TMPGEnc, load a PAL SVCD template and click start, stop after a few min and check the output.

    I am sure it will be just fine, with only 5fps different, its hardly noticeable.
