I'm trying to encode a divX (Hannibal) movie to MPEG, to burn as a VCD. But, the first half is 700 megs. And the second is around the same, what would i do to convert these to MPEG?

Use a bit-rate calculator to find the bit-rate you need. Then encode after that. The guides on the left will help.
