What does Interlace mean?

I am not sure whether to use Interlace or Non interlace Progressive?
What is it? And how do you know which one to use?
The guides do not describe it well or tell you which to choose?

As I understand it, interlacing is how the image is written to the screen. As an example, if the screen is made up of 100 horizontal lines the interlaced image will fill the screen from top starting at line one and filling line 3, 5, 7 etc, this is the first pass at displaying the image, a second pass is then perfomed which fills lines 2, 4, 6, 8 etc until the whole screen is filled with the complete image. I use TMPGenc to encode and use interlacing from bottom field up.

So, what is the difference between interlace and non-interlace?
How will the image look different if I use non-interlace?
What is better?
How do you know which to use?
