Is it possible to improve the quality of a video file? If so, How? and What program should be used?
Any input would greatly be appreciated.

unless you are good with filters on vdub, i dont think you can just make it better.

Agreed... It is 'virtually' impossible to make a bad video better (bad and better are relative). The best way is to start with a good source. Toying around with photos is one thing but to try a video would take an enormous amount of work I would think.
