  1. Every time i download an avi or an mpg that is not vcd quality i have to encode it in nero every time and thats a waste of time.Is there any program that has set options so i can encode the file its self into a vcd quality file? so every time i make a vcd it just burns it?

An AVI will never be "VCD quality", since it isn't an MPEG. If an mpg doesn't meet VCD specs, it has to be re-encoded in order to create a compliant VCD.

Never encode in Nero (it gives a shabby encode), just use Nero to burn. Instead, encode to VCD compliance in TMPGEnc using the standard templates, then burn in Nero.
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war."

  4. If I change my name to Tom Cruise...does that make me Tom Cruise?

    No

You can't just rename a file and expect it to automatically modify it's internal format to match the new extension.
