I noticed that most people will agree that hardware encoder is faster (real time) and software encoder like TMpgenc or CCE will produce better video quality but slower.
I just wonder why don't anyone create a hardware accelerator board or co-processor to assist TMpgenc to encode faster but remain the same highest quality?

Bespoke hardware boards require specialist software to be built around them. Neither TMPGEnc or CCE contain any instructions to utilise such a board - even if it existed.
A CPU upgrade or dual processors would certainly help the cause though.
