This is happenning to me very often.
I have downloaded several movies and when i watch these avi with subtitles in my computer there's no problem, but when i try to add the subtitles and make a VCD using Virtualdub and TMPGenc the subtitles get gradually out of sync.
I have searh all over the forums and the guides, but cannot find the answer.
Hope you can help me. Thanks.
One more thing, when i load the avis in Virtualdub, the improper VBR problem happens, but i fixed that saving an uncompressed wav.

Perhaps you should try Sub Station Alpha. The Timing-->Auto Ramp Shift is made for subtitle drift, in my humble opinion.
