Yes you can. I would suggest de-multiplexing to split your audio from the video, and resampling the audio, and then multiplex the two streams together again. That would be much faster than re-encoding.

  3. Right. Go read the FAQ. It show you detail in step on how to do it without re-encoding. You don't even need to mux it back using SpruceUp or DVDMaestro.

  6. When i tried using spruceup it wanted to put it in dvd format.

all i really want is a program that will let me create a vcd menu for the movies i have and be able to burn it. (example - Nero if you choose VCD it will let me create a menu but if i try to burn to a dvd the burner spits out the dvdr and asks for a cdr even though it wants to burn 3.5 GB, VCDEasy - if i add a file larger than 700 MB it crashes with a "integer overflow error")

I don't know why SpruceUp allows you to pick different target sizes. It only supports DVD, so the step seems pointless. SpruceUp will not let you work on VCD, or SVCD. It only does DVD.

For SVCD menu's, I like using DVD2SVCD. It's about as simple as it gets. Try any one of the GUI's for VCD's, or SVCD's. I haven't used all of these, so I don't know if they do menu's or not. You should be able to find them in the TOOLS section to the left.

    DVD2SVCD
    VCDImager
    VCDEasy
    VCDComposer
    VCDWizard
    TSCV

I know that some of these support menu's. Some probably make only the image file itself. Just browse their descriptions to find what your looking for.
