I have now a Intel Pentium II but the are to slow for MPEG-2!
So I wan't to bild a faster pc for Encoding and Decoding.
It for Dolby Digital and DVD! And I wan't to use Cinema Craft Encoder!
So I look around and I found this:

I'd look around for a P4 1.7 or 1.8. You'll pick one up really cheap and they overclock like crazy. My 1.8 is running at 2.43ghz with no effort. Tom's hardware managed to run one stable at 3.1ghz!!!
