after conversion some frames slow down

I used TMPGE to encode a portion of
an .avi (I split the file as it was too big
and just wanted to test the conversion result).
It seems that every now and then the movie seen
as .mpg sort of slows down and almost stops for like a
split second every 40/50 frames. Did I do something wrong
when converting from .avi to .mpg or does
this happen when you split an .avi (using VirtualDub)?

it may just be your system (lag in hard drive most likly or in decoding)
