I am just starting out with editing old VHS tapes and DV on my PC with the intention to burn to VCD/SVCD.
However, I have just found out that my standalone DVD player (Pioneer DV515) doesn't support the SVCD format.
1. Will VHS look ok at VCD quality?
2. How about the new DV material? I don't intend to buy a DVD burner for some time, so would it be best to transfer the material back to DV tape?

VCD should be ok for your old VHS tapes although SVCD or half D1 (half D1 is similar to SVCD but for DVD players) would be better.
You could also consider capturing your VHS stuff and then converting it to DV and then transferig it to DV tape. You will not improve the quality but it will enable you to easily create DVD's later in half D1 resolution. In the meantime you can still create your VCD's.
As for you DV material I would definately transfer your edited films back to tape. That way you will be able to transfer them to DVD-/+R(W) when you buy a drive without having to re-edit everything.
