i am using nero to burn my vcd's what should the encoding resolution
tab be set to. pal or ntsc.

I think that option only needs to be set when Nero needs to encode the video to MPG before burning. For instance, you want to create a VCD/SVCD but dragged in an AVI file.
Nevertheless, even when I'm burning a MPG I always set the encoding resolution to the encoding resolution used on the MPG. Just to be sure.
To determine which encoding resolution to use you need to check the source file. (AVI or MPG).
For VCD:
PAL = 352x288 at 25 frames per second.
NTSC = 352x240 at 29.97 frames per second.
For SVCD:
PAL = 480x576 at 25 frames per second.
NTSC = 480x480 at 29.97 frames per second.
