I have an AVI movie, and the resolution is 640 x 360. Is there a way to make it look good on VCD, when played in a standalone DVD player, using TMPGEnc?
If I cant do it with TMPGEnc, then any suggestions are appreciated.

If you don't know how to create a VD, then find someone who can create a VD for you.

I think you'll find it will look a lot better at 640x480. The 480 is the more important of the two numbers. I do 400x480 to VCD and it looks great on low speed stuff. I'm still new, so I can learn to make it even better in XVCD when I figure that out. This site is required reading. Read what it says about the 480 thing....

With 640x380 this res. will come out to be letter-box in your screen TV which is look just fine. But if you want it to be full screen then you will have very talls and thins actors and actresses on your screen and/or side cutoff, what'd you prefer (both can be done under TMPGEnc).
In TMPGEnc set Source Aspect Ratio to 1:1 and Imgae Position to Full screen (keep aspect ratio). This for letter-box looking. You can play with both setting to see what you like. For full screen you might have to crop black bar or top and buttom, thou.
