CCE and AMD and INTEL

Hi I want to use CCE 2.50 to encode DVD's that I rip. Right now I have AMD 1.8 but have read AMD does not like CCE and that I would have to encode the audio at 44.100 and not 48.00 this is the guide I want to use

You are confused.

CCE 2.5 under AMD needs to think there is audio, so the REsampleAudio is jus there to trick the encoder. You still encode your audio seperatly and mux the two halves together.
