How to add background music on VCD menu? What burning software offer this feature? Any comment?

There are two ways.
1. Use an audio-only segment item. There is an example of this on the demo VCD. However, it should be noted that this isn't supported well on some stand-alone players.
2. Use a video clip for your background for your menu.

You can download the demo VCD at: http://www.hvrlab.org/pub/vcdimager/examples/demovcd/
You can either download the ZIP or the multi-part RAR. Note, there is an NTSC and PAL version and you only need to download one of them.
The demo VCD is an example on how to author VCDs using VCDImager.
I presume you can do this with VCD Toolkit as well.

You will need to do some relatively simple video editing (e.g., with Adobe Premiere or Ulead).

Premiere will be your best bet to do this. I do simple menus with this for my vcds. The first thing I do is try to find a song from the movie that is relatively short. I then make a simple background image and stretch it out until it is the length of the song and combine them with tmpgenc.
You can do the text over the video clip if you want but I have not gotten to that level yet. -
Any of the Sonic FOundry products are great for this.
I make a jpg of the movie poster, with the menu in text in PowerPoint. Drag the jpg into Video Factory or Vegas Video. Add some audio in the music line. You can also superimose more text.
Output an avi. Encode in TMPG

man ive been out of the forums for a bit and i have never heard of those programs b4 i'll go check them out.
but i think its better if you can jus do some simple video editing with premiere and have a music loop sorta like flash.

Is there a way you can make the menu selections have like a cursor effect, like when you push the arrow key to that selection it "lights up"

How do you add a video or music in the menu or contents with Nero?? Do i jut add it under one of the folders? Such as EXT or VCD, or segment??? Or should i use another program to add it??

No. This is one of the major differences between DVD style menus and S/VCD style menus.
