I have ripped a DVD with SmartRipper,used DV2AVI as a frame server and encoded the result with TMPGEnc + to a VCD and a SVCD using the Standard NTSC templates. The VCD is fine the audio and video are in sync, but the SVCD audio and video are not in sync. I have output both both 48Kbps and 44.1Kbps audio files with DV2AVI and used them as input to TMPGEnc + in the SVCD encoding, this did not make a difference.
I would appreciate some advise?

Update: I ran the SVCD MPEG files encoded by TMPGEnc with PowerDVD and the audio and video were in sync. I think that narrows it down to the Nero burn process or the APEX 3201 DVD player. What do you experts think?

I might say player especially unexpectable APEX. I do own one APEX 660ad mine can play everythings fine but not XVCD and VCD @ 23.976fps. But some player same model from the post I've read can play XVCD just fine, I don't know why.
So to make everything even narrower why don't you try to burn other way. I'd suggest to use VCDImager to create bin/cue file and burn either with NERO or CDRwin or the best burnatonce.
BTW I'm not an expert, just a regular member here. -
Per Adam the moderator, do a simple de-multiplex in TMPGEnc Tools first with your encoded mpg2 file and then do a multiplex with bbMPEG. It works for me. I used Nero to burn and Apex 1200 to view.

Have you tried to use GOTO function or skip to chapter (if you have one)with your SVCD with multiplex mpeg2 file. I have done multiplexing my mpeg2 files with bbMPEG but everytime I use GOTO audio and video get out of sync (no problem at all if I play streight from start to the end).
My player is APEX 660AD, and my mpeg2s are karaoke with 2 audio tracks. -
Update:
I took the MPEG2 files that I was burning with Nero 5.5 and burned a SVCD with VCDEasy. This disk works fine with both my APEX 3201 and Samsung DV-1000. I then tried burning the same files with Nero leaving the Menu out, this disk plays fine in the Samsung but had a stutter problem in the APEX 3201. That problem goes away if I cycle through the audio options on DVD player. I think there is some problem with Nero using Menus and SVCD or there is some problem with my players and SVCDs with Menus burnt with Nero.
