    ..... I have converted my NTSC video to a PAL MPEG-1 to make a VCD for my friend in England, but when I've burned the VCD and tested it on my DVD ROM, the video gets horizontal distortions whenever there is a lot of motion....

    ... I've searched the topics and found little pieces of info, but I still can't seem to fix this problem! any one have some tips?

    You don't give a lot of information, but it sounds like you haven't de-interlaced the source video.
