I have downloaded AVI files and have succesfully converted them to MPEG files using TMPGENC. I used the Full Screen(keep aspect ratio) option. When I burn this to VCD the movie is full screen but it looks pixelated (it is animated) and stretched out. Is there any way to make full screen quality improvement adjustments or am I just stuck because the original movie is so small? I would appreciate any info that I can use to improve the quality.

You can bump at bitrate to get more quality, but you have to check if your player can handle XVCD or not (check at DVD Players section on the left). Or if your player can handle SVCD as well, I'd suggest to go with that format. Anyway, if your avi resolution is small, I don't think you can improve much quality though.
