What sort of Compression is best for a MPEG video, or rather the best that you could get and still let a 60 minute video fit onto a cdr?

MPEG video IS compressed, quite heavily too. What length of video you can get on a CDR depends on a number of factors the three most important (IMO) being resolution, bitrate and encoding method (CBR or VBR). I would suggest you start with a standards compliant VCD (which will get you 74mins of video on a 74min CDR). Once you can do these succesfully start tweaking bitrate settings or resolution (or even encoding method) until you find settings that suit you. Remember tho, once you change anything to be non-standards compliant, the compatibility with DVD players drops rapidly. The ability of DVD players to play XVCD's varies enormously so your ability to change settings and improve quality depends partly on your target playback device.
