I took a look in the Capture Cards section to the left and searched the archives a bit but could not find something to fit my application. I am sure there is something out there that will work however I am new to video capturing and before I shell out $200+ for a piece of hardware I would like to get it right the first time.

Here is my application. I have a computer installed in my car, yes thats right in my car (you can see what it looks like on my website www.vb.quik.com/jmciver). I want to be able to capture video with the computer using the small board camera that is also installed in the car. I currently have a WinTV USB capture device however it doesn't work well at all (way too many frames dropped) due to reliance on software encoding. Here are the basic computer specs:

CPU: AMD K6-450
Mem: 128 Mb
HDD: 7 Gb
OS: Windows 98

What I am pretty sure what I need is an external capture card that does hardware encoding since my CPU is obviously not the most powerful one out there. It also needs to have a USB interface since the computer I am using is a BookPC which does not have any PCI expansion slots. I am not looking for DVD type quality here so MPEG-1 should be enough. I just want to be able to record short video clips at a decent quality via the camera in the car and either put them on a CD-ROM or post the videos on the internet, etc.

So based on my application, what capture cards do you recommend? Thanks in advance!!!
