cutting and encoding a file that is 25fps

I live in the U.S. I have movie files that are 25fps. How do I cut these in Virtualdub, and encode them in TMPGEnc. Will I have to extract the audio like I do with the 23.976fps? Could really use some direction. Finding out that more and more of my movie file are of the nature. Thanks

25fps is the Pal framerate, being in the US you probably need to convert to NTSC. take a look here:
