This is my first VCD so bare with me:
I'm going to burn a VCD that is 77 minutes long onto an 80 minute CDR.
The size of the files is 752MB which is more than the CDR can hold
Will I be safe burning a 77 minute/752MB movie onto a 80/700MB CDR?
Thanks!

Yes you can because a vcd is burned in mode 2 which allows the cd to
hold approx. 780mb. -
Burning VCD or SVCD will be the same as audio, we count my minutes not mb size. So in one 80 mins CD (700MB) you can burn about 800 mb on to it. In some media you can over burn to 81-82 mins without a problem.
