Dear sir:
I've used dvd2svcd 1.0.9 build3 for a long time and I have created many svcds successfully.
Now I have an good idea and I don't know if this could be achieved.
I want to make a svcd with permanent and cvd subtitle at the same time.I think if this could be done,it will be more convenient .On the one hand,I can assure that every player and pc could play subtitle.On the other hand,
I can use dvd player to learn another language.
Do you think if this is a mission impossible?
Or how should I do to make this possible?

I don't see any reason why it wouldn't work. It should actually be pretty straightforward if you're already able to create both types of subtitle and if you can already create subtitles in both languages you're working with (mainly a problem if one has a different character set than you normally use).
A "permanent subtitle" is just text painted over the movie in the video stream (selectable subtitles are a stream of their own). The only problem I see is that your selectable subtitles might be printed over the permanent ones in an ugly and hard-to-read way if they were in the same place on the screen, and if they're in different spots you might end up losing more of your picture to subtitles than you really want to.
You'll have to do it manually, I doubt that DVD2SVCD can do anything like this. It's been a while since I used DVD2SVCD, I'm not even sure how it does subtitles.
