when I load an .avi file in VirtualDub, it says audio is VBR, need to export the entire WAV and recompress it with a constant bitrate encoder.......where can I get one, and which are good?

What do you wanna do with your avi file, playing in your computer only or you wanna convert to vcd/svcd in order to play in your stand alone?
If you want just to watch avi file on computer you don't need wav file but if you want to convert with TMPGenc, yes absolutely you want to create wave file from avi file.
In V-dub at Audio Tab select Full Processing Mode, then choose " Save wav" under file tab. Now you got one big wav file and use that for Audio Source in TMPGenc.
This method sometime help "out of sync issure" after converting avi to mpeg as well. -

As ya_jai says use Virtual dub. It has the "decompresser" built in. Do as ya_jai told you, but remember to set compression to no compression(PCM) before you save the wav file.
Here is a very short step by step guide. All done in virtual dub
Open your avi file. Choose audio, full processing mode. Choose audio again, choose compression, and choose no compression (PCM).
Choose file, choose save wav.
Thats it, you now have an uncompressed wav file with the sound.Best regards
