Can someone suggest a capture card that can capture old VHS tapes and take still image snapshots in high resolution.

There's quite alot of capture cards out there and you need one that can capture analogue input, and convert it to DV for storage on your hard disk. From there you can edit, etc and then output to the format of your choice. Most video editing software will allow output of stills, but can't really improve on the resolution you started with eg. VHS.
I'm using a Dazzle Hollywood external capture card to capture from my old analogue camcorder and a VCR. It does have its quirks, but generally does the job.
