Most Canopus cards (DV Storm, DV Raptor, EZDV) come with their prop software; in your case, it should probably be RaptorEdit/RaptorVideo...
You probably have some plugins for Premiere in the installation CD. That will allow you to use Premiere. But without that, I doubt. The cards I mentioned are not general purpose IEEE1394 cards, but DV-specific cards only, that 3rd party softwares won't work out of the box.
But then, the canopus software is so user friendly, and powerful enough that it should do a good job for basic NLEs.
