    I have wm8 GUI which can convert .avi to wmv (WM8) files... but are there any programs that can convert an .mpeg file directly to wmv format (without first converting the mpeg to avi)

    Try Windows Media Encoder 7.x. You can get it at Microsoft's Download Section.
