I have tried every mpeg encoder out there and i've discovered that Wincoder 1.8 is excellent. You never hear much about this program, but it encodes faster than real time. The quality for PAL VCD is the best i have seen and i have yet to have any frame loss (unlike CCE and tmpgenc). What does every one else think?

how do you lose frames while encoding? I've lost frames during capturing a few times, but never during encoding.

When i say losing frames. What i mean is every now and then, whatever encoder i seem to use the picture would drop a frame while the audio caught up. Making the VCD's jumpy ( especially with tmpenc). It may be my PC but i have recently had a new pc and i still get the same results as my old one.
