Hi, can n e body help me please, just wondering if there is a programme to convert from widescreen to fullscreen, if so could somebody please tell me wat programme is the best to use for this conversion.

It might help your question to specify what format you'd like to end up with, but if you want a vcd, you can use TMPGEnc to create the vcd.
However, converting a wide screen movie to full screen isn't going to look the same as a typical full screen movie. When a movie is converted to full screen, a process called "pan and scan" is used, in which the view of the whole screen can pan to either side of the screen in order to focus on the action, because sometimes the action might be off the the left or the right, and if you just simply enlarge the picture to full screen, you will cut that part off. However, it is nice to enlarge the picture just a bit in order to make it easier to watch on a smaller television. In order to do so, just use the clip frame feature of TMPGenc and clip off an even percentage of both the horizontal and vertical (not even amounts, even percentages, otherwise the picture will become distorted).
If you are really intent on creating a pan and scan movie, however, you'll probably have to load the movie into premiere or after effects and do it all manually. I don't recommend it unless you're really, really, really bored.
