    I've noticed that VOB file size does not seem to be related to bitrate. Generally a VOB file of 1GB holds about 25 minutes of video. What puzzles me is the bitrate,most movies are at 9800bit but I see some things like TV episodes that are only 6000bit but use the same size file,that is 25 minutes equals 1GB??? Does this lower bitrate effect encoding to SVCD in Tmpeg?

    The only dvds that use 9.8mbits are superbit dvds. All other commercial dvds typically use avg bitrates between 5 and 6mbits. How were you determining that the bitrates of these dvds were 9.8mbits? Were you looking at the nominal bitrate in the bitrate viewer? You need to actually look a the calculated avg.

    Remember that dvds typically have several Ac3 streams and also the multiplexing overhead is probably significantly larger than that of vcds and svcd. If you take these factors into account, however, than you'll see that the bitrate and the filesize match up correctly.
