Hello! Is there any program or plugin (for Premiere, VirtualDub, ....) that can get for example each 14th frame and hold it for ~1second? Thank You!

It can be done with Avisynth, theoretically. You can freeze a frame for some time. But to freeze every 14th frame for 1 second? Apparently, you are trying to create some special effect. If the clip is not too long, it's doable with Avisynth and not too difficult.

It is record from security cam and it writes from each cam one frame (cam.1-frame.1;cam.2-frame.2;....;cam.n...frame.n;cam1-frame.n+1;...) but thanks!I already did it using changing Frame rate in VirtualDub.
