Is it possible to convert (or simulate) a 29.97fps progressive video DV clip to 29.97fps interlaced.
I would like to remove some of the jerkyness in a moving clip.

Going from a progressive frame (non-interlaced) to interlaced frame will look exactly the same. The one progressive frame will be split into two interlaced fields, and both fields will be the same because they were made from the same progressive frame.
Remember, progressive video is 30 (29.97)frames per second, and interlaced video is 60 (59.94) fields per second.
