Depending on what version of TMPGEnc you have...

You can use that to load in the file (Copy to hard drive first) then select a VCD template. Also goto setting > advanced > clip frame
From there you can select full screen > keep aspect ratio but experiment with the crop to see if you can get full screen (Almost, depending on source)

TMPGEnc Plus 2.57, you need to install PowerDVD 4 that provides the codec for Mpeg 2
TMPGEnc 2.55 < The Nimo codec pack should work fine with the 30 day trial

I have successfully done the SVCD to VCD thing using DVD2AVI to create a AVI and a audio file. Then using TMPGenc to encode it to MPEG 1 to create a VCD. (See the How to for full details)

The SVCD was an excellent copy but my VCD degraded a little and I would be interested in how to filter out the gauze like effect or degregation in what looks like the amount of colours used, to improve the quality of the VCD.

    Any ideas welcome.

Sounds like your PC dont have support for Mpeg 2 playback, have you installed Power DVD 4 ?
