What software should I use to capture VHS? I used the Digital VCR that was included with my Asus video card to record some video, but it's a fairly basic program. Is the capture process the same with whatever software I use, or can I get better video quality by using a better software?

Go to "Tools" on the left side of the screen and get Virtual Dub. It is free and for me so far it does the best video captures. It makes a big difference what program you use but an even bigger difference what settings you use. There is lots of help in the How To section on using VirtualDub. If you have lot's of hard drive space just capture with no compression. If you find that that is impractical get the Huffy Codec and your file will only take up half the space. You can then use TMPNGenc to convert to mpg.
If you really don't have much hard drive space you may have to find a program that will capture directly to mpg but in my experience you will not get very good quality that way.
