Does Premiere (any version) support multisegment capture?

No, I don't use it, because I can not capture to huffyuv with AVI_IO.
    I have several problems.
    I'm running WinME.
Premiere 5.1 does not support multisegment capture.
Virtual Dub drop to many frames.
    AVI_IO does not detect huffyuv.
->Win2k seem to be the only solution...

  5. I'm not to sure what you mean as to "multisegment captures"?
but if you mean how Windows ME, makes a new file name for every 2 gigs you capture,
adobe premiere 6.0 edits it without a problem, just import the two files and put them back to back,

No Adobe premiere can't capture in multiframe. You'll have to use AVI IO. But what's your use of huffyuv in your capture sequence? You can import the AVI IO files in adobe premiere without problems.
