black at end of VCD

When using Roxio Toast
to make a Video CD how much black do I add at the end of the clip? When Making dubs to
VHS or other tape format I usually add :30 black plus bars but I was told that too long in
the VCD world I did add about a second or two and I ended up short, meaning it ended
inside the end credit. The MPEG was correct but when I went to burn it it shorted me.
