I have always left the setting at the default when ripping/encoding mpeg2 for dvd copies, which is "interlaced" but now I am wondering if I should use one of the other settings (3:2 pulldown, non-interlaced, etc)
What do you all do?

You have to specify what encoder you are using and what you are trying to accomplish. If you are doing DVD rips you should probably almost never put interlace (interlace will only be the case in TV captures and occasionally certain PAL DVDs from Australia.)
Macros -
You generally should use the same format as your source. For example, if you encode from a DVD rip that is progressive (FILM), then use progressive. If you are encoding a TV capture, then use interlace. Also, if you are encoding a laserdisk capture (also an interlaced capture) then use the interlace option.
But as always, experiment with your settings with a short clip (~10Megs) from your source that has some fast action in it to see if you will be satisfied with the results. -
i am taking mpeg2 captures I made with my 7500 and re-encoding to fit onto dvd. the captures are from my dvd player into my capture card.

Anything interlaced sucks. Its a holdover engineering trick from the 1930s to save bandwidth in broadcasting. If you are using MMC with your ATI 7500 capture Mpeg 2, I-frame only, progressive, 15 Mbps, 100% quality (motion estimation) 3:2 pulldown for DVD source only (not for tv tuner) then reencode with tmpegenc. I use Xmpeg with the latest ligos premiere plugin because it works for me. (Notice to all flamers: I do not want to waste any more time arguing which encoder is the best, fastest, and can beat up your mother best etc... Use whatever encoder gets you off!) IMHO for an ATI card its the best way to capture as you let the hardware deinterlace and NOT by dropping a field as in 320 by 240 capture and you don't have to extend encode time by deinterlacing a DV or Huffyuv avi!

then, what do I set tmpgenc at when I am re-encoding for it to fit onto a dvd?

You will use whatever template you want vcd, svcd,dvd,cDVD, blah..blahVD, put motion estimate on slow - high quality NOT slowest and make sure the fps is 24 (23.97) for NTSC. Mpeg 2 players will playback 24fps on a computer screen and 29.97 in a settop player, hollywood magic out to tv, etc.... The header of your 23.97 mpeg stream as encoded by tmpegenc tells the player to "telecine" (repeat 6 frames for every second of video) for NTSC.

why is slow better than slowest? and I am still not sure what setting to put it at for highest quality.
And did you say 3:2 pulldown on the ATI 7500 settings?

Well, don't rush your project yet. Before you start, you better have some understanding of progressive frame, interlaced frame, telecine, inverse telecine(IVTC), 3:2 pulldown, what your source is, features of your capture card, etc. Why don't you rip your DVD instead of capturing?
