Won't convert correctly

I've been trying to convert TMD movies to vcd. I follow the guide...i decompress the audio with Vdub....then i use TMPGEnc to covert to mpeg-1 VCD format. It says that the output will be 352x240@29.9FPS....but when it is finished encoding and i try to burn it using ez-cd creator....when i add the file it has "???" next to where it says format and it lists the file as being 352x264@29.9 fps and it won't burn it....what am i doing wrong...please help

Did you select the VCD template from the Load option?

Yes i did....it even said the output would be 352x240...but then when i load it to ez cd creator...it comes up 352x264
