Ok, here's what I want to do:
I have 17 mpg clips. I want to have the VCD play clips 1 and 2, then go into a menu where you can "play the movie" (play clips 3-17) or go to a second menu where you can choose to watch one clip indivually. What would be the best way (if possible) to do this?
THanks.

1. Learn to use Philips Video CD 2.0 Toolkit.
2. Create 17 event objects, one for each clip.
3. Create a sequence object with events 1 & 2.
4. Use this sequence object as welcoming sequence which will call the main menu.
5. Create menu object which will serve as main menu.
6. Create a sequence object for events 3-17 and assign it to key #1 of the main menu.
6. Create menu object which will serve as chapter menu and assign it to key #2 of the main menu.
7. Assign events 3-17 to #1-#14 keys of chapter menu.
8. Save, build, and burn.

Is the Philips Video CD Toolkit available for free? If so, where can it be found?

Look in the How To Author section in the menus to the left of this.
