  1. What does this mean? At first i thought it was the overall quality of the video, but then i thought it might be the quality of the picture when you search through the VCD,SVCD etc. So what does it mean?

Do you mean, the motion precision search option in video settings? Basically, it's a quality setting. You can adjust the amount of time your PC spends encoding your file. Fast action scenes tend to require the higher settings or the video becomes blocky/movement unsmooth. I've read that the norm. is to use 'normal' for VCD and 'highest setting' for SVCD due to the difference in quailty of the output media. I tend to use 'high quality (slow)' for VCD and get decent results.
