I have 4 or 5 video clips, all of which are about 5 minutes in length. I captured them to my computer in MPEG-1 format. What I want to know is how I can post these on a website so that the file size is less than 8 MB each and the quality is acceptable (ie: different format? smaller resolution?). Any pointers from anyone?

There's some freeware that you can find in the "Tools" section, to the left of the page. I don't do much editing with mpeg, so I can't offer any first hand advice.
As for the file size, you'll need to download a program that is capable of editing/converting mpeg. You can either download one of the bitrate calculators or just crunch them the old fashioned way.
