TMPGEnc need help ... why doesnt it work

I just reinstall tmpgenc 2.57.41.146

and i still got problem with it

when encode a avi to mpeg 2

the movie stutter shocks skips whatever you wann call it

doesnt matter what template i use

this avi file bitrate 23.97 iwanna encode it to pal 25

when its done it shock skips stutters

whe i leave on the same 23.97 its oke but then i cant author it

oke but that not the problem now

i wanna encode to pal

can some off you help me out

You need to convert the AVI file to PAL (25fps), or why not just keep it as NTSC? (unless you can't play NTSC of course)

i use spruce up

and sprunc doesnt support 23.97
